Sweden orders full ZYN ingredient lists: what the SEK 2M/month fine means for European buyers

Sweden's Public Health Agency (Folkhälsomyndigheten) has ordered Swedish Match North Europe to change the ingredient lists on its tobacco-free nicotine pouches, backed by a conditional fine of SEK 2 million per month. The story was first reported by Dagens industri on 21 October 2026, citing the news agency Siren, and confirmed the same day by TV4 Nyheterna.

The whole dispute comes down to one word on the can: "aromer" – Swedish for "flavourings".

What happened?

According to 2Firsts, which obtained the agency's decision, Folkhälsomyndigheten opened an inspection of Swedish Match as a manufacturer of tobacco-free nicotine products on 27 February 2026. Ahead of a visit to the company's Gothenburg factory on 5 May, inspectors bought five different ZYN products and compared the ingredient lists on the cans with the product notifications the company had already filed with the agency.

What they found:

  • The cans listed 10–13 named ingredients or ingredient groups.
  • The notifications filed with the agency listed 11–42 ingredients.
  • Much of the gap came from several flavouring substances being grouped under the single label "aromer".

The agency considers this a breach of Section 11 of Sweden's Ordinance (2022:1263) on tobacco-free nicotine products, which requires all ingredients to be listed in descending order of weight. The decision was taken on 29 September 2026 (reference 00913-2026) and served on the company on 5 October, according to 2Firsts.

Pouch Wire reports that the dispute is about the information given to consumers, not about the company hiding ingredients from the regulator: the full recipes were already in the product notifications. None of the reporting describes any finding of banned substances or a new safety risk.

Is it only about ZYN?

Five ZYN products were checked, but the order goes further. According to 2Firsts, Swedish Match must ensure that the tobacco-free nicotine products it makes for the Swedish market list every ingredient separately, without collective terms. The company has notified more than 160 tobacco-free nicotine products in Sweden, but the decision does not state that all of them were reviewed or found deficient.

What does the fine mean?

  • Swedish Match has 60 days to correct its labels, counted from when the decision becomes final.
  • The requirement applies to products manufactured after the decision becomes final.
  • There is no recall. ZYN cans already on sale do not have to be withdrawn.
  • The SEK 2 million monthly fine is conditional. It is not a penalty that has already been imposed. According to 2Firsts, a separate ruling by an administrative court, on application by the agency, is normally needed before such a fine is enforced.

The agency set the amount taking into account, among other things, the company's finances and its relatively large share of the Swedish tobacco-free nicotine pouch market, 2Firsts reports.

What does Swedish Match say?

Swedish Match told TV4 Nyheterna that it does not share the agency's assessment and will appeal. According to Pouch Wire, citing Dagens industri, the company argues that:

  • its flavour blends are trade secrets that would be exposed if every component were printed,
  • there is no room for long ingredient lists on a pouch can,
  • Swedish lawmakers, in the preparatory work for the law, chose not to explicitly ban grouping certain ingredients under a shared term.

According to 2Firsts, the agency had not received an appeal as of 22 October.

What does this mean for ZYN buyers elsewhere in Europe?

Nothing changes on the shelf for now. The order is a Swedish decision under Swedish law, aimed at products made for the Swedish market. None of the cited reports describe any change to ZYN cans sold in other countries, and no products are being recalled anywhere.

In Sweden, labels may get longer over time. If the decision stands, ZYN cans made for Sweden could list individual flavouring substances instead of "aromer". Swedish Match plans to appeal, so this may take a while to settle.

Other brands may face the same question in Sweden. Pouch Wire notes that grouping flavourings under one collective term is common, so if the agency's interpretation holds, other manufacturers selling in Sweden may also need to review their labels. It has not been tested for them yet.

Why it is worth following: Sweden has had dedicated rules for tobacco-free nicotine pouches since 2022 (see the background below), so how this dispute ends is a useful signal of how strictly ingredient labelling can be enforced.

If you want to know what is in a can today, the ingredient list on the pack is still the first place to look. You can browse the ZYN range at Pouchstore.com/brands/zyn.

Background: how Sweden regulates nicotine pouches

Sweden introduced specific rules for tobacco-free nicotine products in 2022. According to Pouch Wire, manufacturers must submit a list of all ingredients and quantities plus toxicological information when notifying a product, and the pack must show all ingredients in descending order of weight together with the nicotine content and an instruction to keep the product out of reach of children. Folkhälsomyndigheten's guidance also requires the ingredient declaration to cover 20 per cent of one of the pack's largest surfaces, written in Swedish in bold black Helvetica on a white background.

On its own page about the rules for tobacco-free nicotine products, Folkhälsomyndigheten says there is no prior check or approval of products. Instead they are reviewed through supervision, which is the kind of inspection behind the ZYN decision.

The decision comes as nicotine pouches are also being debated at EU level. Read more in our article on the EU nicotine pouch letter and what it means for the countries involved. For a separate, US-based ZYN story, see what the ZYN review means for nicotine pouch buyers in Europe.

FAQ

Has ZYN been recalled? No. According to the reporting, the decision does not require any recall of products already on the market.

Has Swedish Match paid SEK 2 million? No. The fine is conditional and applies per month only if the company does not comply. Such fines are normally imposed by an administrative court on application by the agency.

Did the agency find anything dangerous in ZYN? The reporting describes no such finding. The decision is about how ingredients are listed on the pack.

Does this affect ZYN sold outside Sweden? The order covers products made for the Swedish market. The cited reports do not describe any change for other countries.

Does the decision apply to other brands? It is addressed to Swedish Match North Europe. Other manufacturers in Sweden could be affected if the interpretation holds, but it has not been tested for them.
